OPD5 Board Trustee Randy Laub recently earned his Credentialed Cooperative Director (CCD) certificate from the National Rural Electric Cooperative Association (NRECA), which represents over 900 not-for-profit electric providers throughout the United States.

Laub was presented his certificate by board chair Jack Nelson during a board meeting held on Wednesday, March 25 in Overton.

The CCD is meant to prepare directors to fulfill their fiduciary duty as elected officials serving on behalf of their constituents. It consists of five core courses that focus on basic governance and the essential skills required of electric utility directors.

The program requires attendance and a demonstrated understanding of the basic competencies contained in the five courses which include Director Duties and Liabilities, Understanding the Electric Business, Board Roles and Relationships, Business Planning and Understanding Financial Planning. Upon completion of all five CCD courses, directors are awarded the CCD Certificate by NRECA.

“By earning this credential, Randy is demonstrating to our customers the importance of a continued education,” said OPD5 CEO/General Manager MeLisa Garcia. “An ever-changing environment in the electric utility industry has imposed complex new demands on our directors. OPD5 has a rich history of directors being willing to take the time to become NRECA-certified and operate at the top of their game. Randy’s willingness in carrying on this tradition will benefit both the OPD5 and its customers.”

Laub, who resides in Mesquite, has served on the OPD5 board since January of 2025.
