


Randy Laub, Board Member
At-Large, Seat #7 (Moapa & Virgin Valley’s)
Randy Laub was born and raised in Bunkerville and currently resides in Mesquite. He is married to Jill Laub, who was born and raised in Moapa Valley. Together they have eight wonderful children. As a family, they enjoy the outdoors—whether it’s camping, riding ATVs, or attending various sporting events. Randy also had the privilege of serving a mission for The Church of Jesus Christ of Latter-day Saints in Tallahassee, Florida from 1989 to 1991.
Experience & Qualifications
Randy has spent five years serving on the Virgin Valley Water District Board, where he has built strong working relationships with board members and staff. During his tenure, the board focused on ensuring fiscal responsibility while implementing a conservation plan to safeguard the future of Virgin Valley resources. This experience provided Randy with invaluable skills in managing multi-million-dollar budgets, planning capital projects to support growth, and keeping rates affordable for the residents of Mesquite.
With an AA degree in Business Management, Randy has also been active in local business. He had the opportunity to build a couple of homes in Mesquite. Additionally, he previously owned Mesquite Pest Control for 11 years, where he gained valuable experience as a business owner. Randy is currently a real estate agent for EXP Realty, serving both the Virgin Valley and Moapa Valley areas.
For the past 30 years, Randy has been employed with the City of Mesquite in the Leisure Services Department where he serves as Assistant Director. In that role he oversees the budget for the parks department and manages a team of 15-18 staff members. He has also been involved in several planning committees and has led a variety of projects including park development, the new pickleball courts, the OHV staging area, the Mesquite soccer complex, the Town Square splash pad, and the new skate park.
Randy’s passion for community extends to an active involvement in local sports and events. These include Mesquite Senior Games, Remax Long Drive Event, Utah Youth Soccer, and UYSA Football League. He has also coached youth sports, volunteered in youth groups, and is a proud member of the Mesquite Chamber of Commerce
Commitment to Service
Randy has a long history of civic engagement and he remains dedicated to serving his community. Whether as a business owner, volunteer, or family member, he enjoys being an active participant in the growth and development of the Mesquite and Moapa Valley areas. He is eager to bring this same dedication and work ethic to the OPD5 Board of Directors.
Ongoing Education
Randy is excited at the opportunity to continue his education through the National Rural Electric Cooperative Association (NRECA) training classes. He is determined to be fully prepared to make informed decisions for the communities as a member of the board.

Bob Bunker, Board Member
Bunkerville, Seat #4
Bob grew up in Bunkerville, Nevada. After High School, he served a mission in New York City for the Church of Jesus Christ of Latter-day Saints. Upon his return, he attended BYU where he met his beautiful wife, Jocelyn. Together, they managed a large (360 kids) single apartment complex to pay the bill while he earned a bachelor’s degree in Agricultural-Business. After Graduation, he returned to Bunkerville where he was a Dairy Farmer for 15 years. He also ventured in raising Dairy Heifers. Currently, he runs a herd of Angus cows and sells Alfalfa Hay. He also owns and manages a few apartments in Provo, Cedar City, and Bunkerville.
Bob serves on the Bunkerville Irrigation Company Board where he is the President. He enjoys serving in his church where he has spent a number of years working with the scouts and youth of the Valley. Bob’s favorite hobby is riding anything with 2 wheels. His greatest joy comes from his family. Bob and his wife have 4 children, all graduated from College, and 3 Grand Daughters. He was elected as a trustee for OPD5 in 2014 and is a Credentialed Cooperative Director.

Mike Young, Board Member
Mesquite, Seat #5
Mike served 40 years in the water and power utility business before coming to Mesquite in 2002. He ran the operation of a water and power system serving 16 million people, reported to a 51-member Board of directors and graduated with degrees in Public Administration. He taught at UCLA school for teachers and taught communications skills at various colleges and his consulting firm throughout North and South America.
Mike worked on negotiating federal, state and local utility service contracts. He served on President George W. Bush’s Critical Infrastructure Protection Council, after retiring, and became Executive Director for a professional association with over 7,000 members. He served on several Boards and received numerous awards for excellence from various Originations. After joining the OPD Board, he continued his education receiving the highest level of education for board members from the National Rural Electric Cooperative Association. As a refugee from California, he enjoys the good life here in Mesquite.

Jack Nelson, Board Member
Logandale, Seat #2
Jack Nelson is a resident of Moapa Valley. He and his wife, Gaye, have raised 3 children who currently live in Moapa and Virgin Valley. This includes most of their 21 grandchildren.
Jack retired after 35 years of teaching, 30 of those at Moapa Valley High School. Jack and his wife volunteered for 2 years in Dallas, Texas with their Church, following his retirement with the School District.
Jack enjoys exploring and spending time with his Grandchildren. He enjoys serving on the Overton Power Board as a Trustee and continues to take classes provided by the National Rural Electric Cooperative Association to stay current on the issues facing Overton Power District.

Chad Leavitt, Board Member
Moapa, Seat #3
Chad Leavitt was born in Las Vegas, Nevada and raised in Moapa, Nevada. Chad graduated from Moapa Valley High School in 1992. He served a 2 year mission for the Church of Jesus Christ of Latter Day Saints in Valencia, Venezuela. Chad then attended Brigham Young University and received a degree in Construction Management and a minor in Business Management.
In 1996 Chad married the love of his life, Cinnamon Coffman. Together they have seven children. Following graduation, Chad worked for a year in Phoenix, Arizona as a Superintendent building homes for Fulton Homes. He then returned to his roots in Moapa, Nevada and began working with his father and brother in their family owned business, Eagle View Contractors.
Chad was asked to serve on the local CEAB (Community Education Advisory Board) in 2015 where he has been able to advocate for local schools. Chad is also serving on the newly formed Moapa Valley High School SOT (School Organizational Team) where he assists in the decision making process for the improvement of our local students’ education and high school experience. Chad was elected to the OPD board in November of 2016 and will begin training for his NRECA Credentialed Cooperative Director Certificate in February of 2017.

Richard Jones, Board Member
Overton, Seat #1
Richard Jones was born and raised in Overton Nevada. After graduating from Moapa Valley High School, he went to work for Nevada Power until there was an opening at Overton Power District No. 5. Richard retired after 35 years of service at OPD5; during that time, he worked as a meter reader, lineman, and Line Superintendent.
Richard enjoys working in the power industry and will continue to use his knowledge and experience to work on upgrading the reliability of the power system and making financial choices that benefit the ratepayers without compromising the integrity of the system.
Richard has been married to his wife Shelley of thirty-eight wonderful years; they have three children and seven grandchildren. He has also been involved in the community as a Little League Coach, volunteer for the Moapa Valley Booster Club.
He currently serves as the chairman of the Moapa Valley Educational Foundation (MVEF), Overton Cemetery Board, and the Old Overton Gym Board.

Dale Rust, Board Member
Mesquite, Seat #6
Dale Rust was born in Argonia, Kansas; a small farming community in south central Kansas. He attended Kansas State University and received a degree in Mechanical Engineering and later a degree in Business Administration. After graduation, he went to work for Fisher Controls Company in Marshalltown, Iowa. After ten years at the corporate headquarters, he accepted the opportunity to move to Salt Lake City, Utah and start his own business, Rust Instrumentation & Controls, Inc., as the exclusive representative in a four-state area for Fisher Controls.
Dale is married to Cheryl Rust and together they have five children and thirty-two grandchildren. He now states that the great grandchildren are coming too fast to keep track of, but the current count is twenty.
Dale enjoys hunting, fishing and makes regular trips to Utah, Alaska, and South Dakota to pursue these sports. Since moving to Mesquite, he and Cheryl have enjoyed playing golf together and learning the game of Pickleball. Another favorite activity is attending the grandchildren’s school events.
He is an active member of the First Baptist Church of Mesquite and serves as the Chairman of their Administrative Council. Dale also serves on the Board of the Mesquite Christian Academy. His latest project has been the remodeling of the old Mesquite Hospital (ARCON Building) into a new home for their church, FBC.
Having spent most of his career working with various utilities, power generation, oil and gas production, water & Waste Treatment Facilities, he looks forward to helping OPD5 continue to supply reliable and affordable electricity to our customers.
